BOARD OF COUNTY COMMISSIONERS MONTGOMERY COUNTY, KANSAS OFFICIAL MINUTES June 2, 2003 The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.
******** CALL TO ORDER: Commissioner Taylor. INVOCATION: Commissioner Mattix. PLEDGE OF ALLEGIANCE: Commissioner Hey. AGENDA APPROVAL: ACTION: A motion was made by Commissioner Taylor to approve the agenda as amended. The motion was seconded by Commissioner Hey. ******** APPROVAL OF PAYMENT OF INVOICES: ACTION: A motion was made by Commissioner Hey to approve invoices in the amount of $213,022.75, $5,780.17 and $5,868.80 as presented by the County Clerk’s office. ******** FOUR COUNTY MENTAL HEALTH – 2004 BUDGET: Ron Denney, Executive Director Four County Mental Health and Dennis Newton, Controller , Director of Operations, met with the Board to present the 2004 Budget request of $307,136.00. No action was taken at this time.
******** HUMAN RESOURCES – EMPLOYEE STATUS CHANGE – DEPARTMENT OF CORRECTIONS: Liz Schwatken, Human Resources Director, presented a request from the Department of Corrections for a new position of Corrections Assistant Coordinator. This request was tabled at this time and Jerry Williams will be requested to be present at the next meeting. A promotion from Detention Officer II to Supervisor I was requested for Department of Corrections. This request was also tabled until Mr. Williams is present.

COMMUNITY CORRECTIONS – ADVISORY BOARD APPOINTMENT REQUEST: Kurtis Simmons, Community Corrections Director, presented a request to the Board for an appointment of an Advisory Board Member to replace Tommy Wilson. This appointment is to be made by the Board of County Commissioners and must be a minority. The Board will seek candidates for this position.
******** CLASS LTD – UPDATE: Jan Bolin, Class LTD Director, presented an update and budget request for Class. No action was taken at this time.
******** SHERIFF’S DEPARTMENT REPORT ON “SEARCH AND RESCUE”: Richard George, Montgomery County Undersheriff, reported to the Board their department has been called out on a “search and rescue” for two (2) missing men believed to have overturned from a canoe on the river back of Farmland. Five (5) checkpoints have been established to watch the river. Mr. George reported there will be additional overtime due to the incident.

ACTION: A motion was made by Commissioner Hey to issue an Occupational License to Sassy’s Bar and Grill, Sycamore, Kansas for the year 2003-2004. Motion was seconded by Commissioner Mattix. ROLL CALL VOTE – Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes RES. NO. 03-72
******** PUBLIC WORKS: Barbara Curtis, Acting Public Works Director, presented the weekly written report. The following items were discussed: Major Bridge Replacement Status (County Bridge No. 22 and County Bridge No. 1145); Spears Manufacturing Company Roadway (1225 Road); Departmental Work Progress (Resurfacing is complete on State Line Road, Constructing a road at Engle’s Estate, Award of the Biennial Bridge Inspection, Requested permission to observe July 4th Holiday on Thursday, July 3rd for Road and Bridge and Noxious Weed crews); and presented Annual Weed Management Plan Report. As a result of this report, the following action was taken: ACTION: A motion was made by Commissioner Mattix to award the Biennial Bridge Inspection to Schwab-Eaton, Manhattan, Kansas in the amount of $13,500.00. Debit Special Bridge Fund. Motion was seconded by Commissioner Taylor. ROLL CALL VOTE – Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes RES. NO. 03-73
ACTION: A motion was made by Commissioner Hey to approve the 2003 Annual Weed Management Plan Report as submitted by the Noxious Weed Division of the Department of Public Works. Motion was seconded by Commissioner Taylor. ROLL CALL VOTE – Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes RES. NO. 03-74 Herring Lane Benefit District was discussed. The Board unanimously decided there will be no interest charged to the landowners for this improvement district.

EXECUTIVE SESSION: ACTION: A motion was made by Commissioner Taylor to recess to Executive Session at 10:30 AM to return at 10:40 AM to discuss non-elected personnel with Barbara Curtis present. Motion was seconded by Commissioner Hey. ROLL CALL VOTE – Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes Returned to session at 10:45 AM with no action taken and no decisions made. Discussion: Commissioner Taylor discussed a change in personnel for the Public Works Department. A job description and title change from Public Works Director to Coordinator of Public Works with engineering to be contracted out to professional engineering firms was discussed. The new job description will be filed in the Human Resources Department and the position will be advertised with the Job Service and also in newspapers. The following action was taken: ACTION: A motion was made by Commissioner Mattix to advertise the position of Coordinator of Public Works position with a salary range from $43,000.00 to $53,000.00. Motion was seconded by Commissioner Taylor. ROLL CALL VOTE – Commissioner Taylor - Yes Commissioner Hey - Yes Commissioner Mattix - Yes RES. NO. 03-75
