The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER:  Commissioner Taylor.

INVOCATION:  Commissioner Taylor.          

PLEDGE OF ALLEGIANCE:  Commissioner Hey.       

AGENDA APPROVAL:

ACTION  A motion was made by Commissioner Taylor to approve the agenda as amended.  The motion was seconded by Commissioner Mattix.

APPROVAL OF MINUTES:

ACTIONA motion was made by Commissioner Mattix approve the minutes of May 12, 2003 as presented by the County Clerk.  The motion was seconded by  Commissioner Hey.

APPROVAL OF PAYMENT OF INVOICES:

ACTION:  A motion was made by Commissioner Hey to approve invoices in the amount of $235,560.88, $36,708.14 and $57,948.14 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Mattix.

COMPUTER BIDS – COUNTY ELECTION OFFICE:

Bids were received for four (4) computers for the County Election Office.  They were as follows:

Kontemporary Keyboards, Coffeyville, KS…….            $3,580.00

Computer Generation, Inc., Independence, KS…           $3,988.00

Advantage Computers, Iola, KS………………..              $5,100.00

ACTION:  A motion was made by Commissioner Hey to accept the low bid of $3,580.00 from Kontemporary Keyboards, Coffeyville, KS for four (4) computers for the County Clerk’s (Election) Office.  Motion was seconded by Commissioner Mattix.

EXECUTIVE SESSION:

ACTION:  A motion was made by Commissioner Taylor to recess to Executive Session at 9:15 AM to return at 9:30 AM to discuss non-elected personnel with the County Clerk present.  Motion was seconded by Commissioner Mattix.

ROLL CALL VOTE – Commissioner Taylor - Yes

                                               Commissioner Hey - Yes

                                               Commissioner Mattix - Yes

Returned to session at 9:30 AM with no action taken and no decisions made.

MONTGOMERY COUNTY SOIL CONSERVATION BUDGET (2004):

Roger Janzen, Amanda Gillman and David Gordon representing Montgomery County Soil Conservation met with the Board to discuss and present the 2004 budget.  The budget request is for $29,500 which is an increase of $6000 from 2003.  This budget includes a proposed salary increase.  No action was taken at this time.

MONTGOMERY COUNTY HISTORICAL SOCIETY BUDGET (2004):

Don Yerkes met with the Board to present the 2004 budget for Montgomery County Historical Society in the amount of $6,000 which is an increase of $1,000 over the 2003 budget.  No action was taken at this time.

PUBLIC WORKS:

Barbara Curtis, Acting Public Works Director, presented the weekly written report.  The following items were discussed:  Major Bridge Replacement Status (County Bridge Nos. 22, 107, 1145 and 123); Spears Manufacturing Company Roadway (1225 Road progress report); Departmental Work Progress (Resurfacing on State Line and South Buckeye); and General Discussion (Installation of phone system this week and installation of camera system).

No action was taken as a result of this report.

EXECUTIVE SESSION:

ACTION:  A motion was made by Commissioner Hey to recess to Executive Session at 10:10 AM to return at 10:45 AM to discuss non-elected personnel with the Barbara Curtis present the first 20 minutes of the session.  Motion was seconded by Commissioner Taylor.

                                               Commissioner Hey - Yes

                                               Commissioner Mattix - Yes

Returned to session at 10:42 AM with no action taken and no decisions made.

JUVENILE CORRECTIONS ADVISORY BOARD APPOINTMENTS:

ACTION:  A motion was made by Commissioner Hey to approve the letter submitted by Duane H. Powell, Executive Director of Family & Children Service Center recommending the appointments for the Juvenile Corrections Advisory Board to three-year terms as follows:

OTHER COUNTY BUSINESS:

  1. Commissioner Mattix discussed the possibility of having a county policy for assessing a fee for use of roads for heavy hauling.  No action was taken at this time.

 

  1. County Clerk advised the Board the CPR Class will be June 16 & 17 for county employees.
