The Board of County Commissioners, three members and the County Clerk present, met in regular session at 9:00 AM.

CALL TO ORDER:  Commissioner Taylor.

INVOCATION:  Commissioner Taylor.

PLEDGE OF ALLEGIANCE:  Commissioner Mattix.

AGENDA APPROVAL:

 ACTION A motion was made by Commissioner Taylor to approve the agenda as amended.  The motion was seconded by Commissioner Hey.

ACTIONA motion was made by Commissioner Mattix approve the minutes of April 21, 2003 as presented by the County Clerk.  The motion was seconded by  Commissioner Hey.

APPROVAL OF PAYMENT OF INVOICES:

 ACTION:  A motion was made by Commissioner Taylor to approve invoices in the amount of $6,870.59  as presented by the County Clerk’s office.   The motion was seconded by Commissioner Mattix.

 FOUR COUNTY MENTAL HEALTH – GRANT SUPPORT REQUEST:

 Ron Denney, Four County Mental Health Director and Greg Hennan met with the Board to request support from Montgomery County for a grant request in October for the building of the new facility in Coffeyville.  The Board agreed the grant for the facility would be one of the grants supported by the County.

 COUNTY ROAD NOS. 2900 –2950 – 6000  – MIKE LIKES AND JOE SMITH:

 Mr. Mike Likes, Joe Smith and Charles Kirk along with Mrs. Mike Likes and Sheriff Jack Daniels were present for the discussion of repairs to County Road 6000-10, 2950-24 and 2900-23.  Barbara Curtis and Vasco Brown were also present from Public Works Department.

 Mr. Likes presented one (1) copy of a statement to the Board and proceeded to read the statement.  The statement is on file in the County Clerk’s office.  Mr. Likes advised the meeting would be tape recorded by Mr. Kirk.

After the statement was read, Commissioner Mattix reported there is an estimate for gravel from the Public Works Department.  Their estimate for the labor and materials is $5,000 to $6,000.  Public Works agreed this was the recommendation to the Board after viewing the road last week.  Mr. Brown stated he does not

know if this will bring the road up to the expectations of the landowners.  The project will begin as soon as weather permits, hopefully next week.

 Mr. Joe Smith accepted the Commission proposal. 

The following action was taken:

 ACTION:  A motion was made by Commissioner Mattix to authorize the Public Works Department to implement the plan for repair on County Road Nos. 6000-10, 2950-24, 2900-25 beginning as soon as weather permitting.  Motion was seconded by Commissioner Hey.

 JUVENILE JUSTICE AUTHORITY:

 Duane Powell, Family and Children Services Director, met with the Board to request a cash match from Montgomery County in the amount of $2,470.28 to receive a grant in the amount of $22,233 for FFY 2002 Juvenile Accountability Incentive Block Grant.  The following action was taken:

 ACTION:  A motion was made by Commissioner Hey to authorize a cash match in the amount of $2,470.28 for the FFY 2002 Juvenile Accountability Incentive Block Grant.  The amount of the total grant will be $22,233.00 and will be awarded July 1, 2003 to June 30, 2004.  Debit County General Operating Fund.  Motion was seconded by Commissioner Taylor.

PUBLIC WORKS:

Barbara Curtis, Acting Public Works Director, presented the weekly written report.  The following items were discussed:  Major Bridge Replacement Status (County Bridge Nos. 22, 107, 1145 and 123); Spears Manufacturing Company Roadway (1225 Road); Departmental Work Progress (Mowing, 10 hr workdays started 4-28-03, Asphalting Buckeye an Bridge closed at Road 1600 mile 23); Engle Estates; and award of Camera Video System for DOC.

Discussed Engles Estates and the Board agreed there will be no assessment and the road will also be at county expense and will be gravel.

Discussed  purchasing markings for 8.5 railroad crossings at an approximate cost of $330.00 each.

Sale bill for County sale on May 3, 2003 was distributed.

Discussed benefit district north on Overlook at Coffeyville (Herring Lane).  The cost has been figured for the district by Public Works.

Discussed repairing grader damage to blacktop in Otts Benefit District.  Public Works will check the damage.

As a result of the discussion, the following action was taken:

Cameras:

 ACTION:  A motion was made by Commissioner Mattix to award the bid to Glenn Security, Bartlesville, Oklahoma in the amount of $57,418.00 being $7,539.00 less than the local bid.   Motion was seconded by Commissioner Taylor.  Debit Jail Surplus Fund.

Railroad Markings:

 ACTION:  A motion was made by Commissioner Taylor to waive the normal bidding procedure and authorize the Director of Public Works to purchase 8.5 railroad crossing marking sets from Conmat, Garden City, Kansas in the amount of $5,610.00.  Debit Road and Bridge Fund.  Motion was seconded by Commissioner Hey.

EMERGENCY PREPAREDNESS:

Steve Coltharp, Director, was requested to be present at the meeting.  The Commission extended their “thanks” for his work with HAZMAT on the cleanup at Coffeyville over the weekend.  The cleanup was at a rural residence near Coffeyville and involved “Chemical munitions”.  Thank you letter will be written by the Chairman to the Coffeyville Fire Chief, Mr. Gerald Wilson of Sherwin Williams, and Kansas State Civil Support Team.

 COUNTY CREDIT CARDS:

 The County Clerk discussed a problem with Bank of America credit cards for the County and requested permission to seek other card companies.  Permission was given and a report will be made to the Board at the next meeting.

 OTHER COUNTY BUSINESS:

 

  1. Possible remodeling of the Commission Meeting Room – Commissioner Mattix will work with Bill Warren and give recommendations to the Board on the removal of a wall to enlarge the room.
