March 24, 2003

 The Board of County Commissioners, two members and the County Clerk present, met in regular session at 9:00 AM.  Commissioner Mattix was absent.

CALL TO ORDER:  Commissioner Taylor.

INVOCATION:  Commissioner Hey.                              

PLEDGE OF ALLEGIANCE:  Commissioner Taylor.

AGENDA APPROVAL:

 ACTION:   A motion was made by Commissioner Taylor to approve the agenda as amended.  The motion was seconded by Commissioner Hey.

             ROLL CALL VOTE – Commissioner Taylor - Yes

                                               Commissioner Hey - Yes

                                               Commissioner Mattix - Absent

APPROVAL OF MINUTES:

 ACTION:  A motion was made by Commissioner Hey approve the minutes of March 17, 2003 as presented by the County Clerk.  The motion was seconded by  Commissioner Taylor.

             ROLL CALL VOTE – Commissioner Taylor - Yes

                                               Commissioner Hey - Yes

                                               Commissioner Mattix - Absent

APPROVAL OF PAYMENT OF INVOICES:

 ACTION:  A motion was made by Commissioner Hey to approve pre-paid  invoices in the amount of $12,411.66 as presented by the County Clerk’s office.   The motion was seconded by Commissioner Taylor.

 SHERIFF JACK DANIELS “REVIEW”:

 Sheriff Jack Daniels and Shirley Webber met with the Board.  Sheriff Daniels read a letter to the Board of County Commissioners.  The letter is on file in the County Clerk’s Office.  Sheriff Daniels said he had nothing further.  No county business was discussed.

 PUBLIC WORKS:

 Barbara Curtis, Acting Director of Public Works, presented the weekly written report.  The following items were discussed:  5-Year Plan for Fiscal Year’s 2004 thru 2008; Departmental Work Progress (Drains on 10^th St., Mowing and Graveling); and Boilers to be shut down to begin work on installing new system.  Ms. Curtis presented pictures of bridge damage by vehicle on Sunflower Road and reported on work being done to repair bridge.  A public hearing is to be held today at 10:00 AM for the 5-year Plan.

 A request was made by Ms. Curtis to hire two (2) or three (3) part-time summer employees.  Approval was given.

PUBLIC WORKS (Continued):

 EXECUTIVE SESSION: 

 ACTION:  A motion was made by Commissioner Taylor to recess to Executive Session at 9:40 AM to return at 9:50 AM to discuss non-elected personnel with Barbara Curtis present.  Motion was seconded by Commissioner Hey.

ROLL CALL VOTE – Commissioner Taylor - Yes

                                               Commissioner Hey - Yes

                                               Commissioner Mattix - Absent

 Returned to regular session at 9:50 AM with no action taken and no decisions made.

 A motion was made by Commissioner Taylor to recess the regular meeting to Public Hearing at 10:00 AM.  Motion was seconded by Commissioner Hey.

                                               Commissioner Hey - Yes

                                               Commissioner Mattix - Absent

PUBLIC HEARING:

 A public hearing was held at 10:00 AM for public input on concerns or ideas on the 5-Year Plan for Fiscal Year’s 2004 thru 2008.   There being no public input, the following action was taken:

 ACTION:  A motion was made by Commissioner Hey to approve the 5-Year Plan for Fiscal Year’s 2004 thru 2008 and submit this plan to Kansas Department of Transportation for their consideration.   Motion was seconded by Commissioner Taylor.

                                               Commissioner Hey - Yes

                                               Commissioner Mattix - Absent

 ACTION:  A motion was made by Commissioner Taylor to close the Public Hearing and return to regular session at 10:05 AM.  Motion was seconded by Commissioner Hey.
