BOARD OF COUNTY COMMISSIONERS MONTGOMERY COUNTY, KANSAS OFFICIAL MINUTES January 13, 2003 The Board of County Commissioners, two members and the County Clerk present, met in regular session at 9:00 AM. Commissioner Hey was absent to attend a funeral.
******** CALL TO ORDER: Commissioner Mattix. INVOCATION: Lords Prayer lead by Commissioner Mattix. PLEDGE OF ALLEGIANCE: Commissioner Taylor. AGENDA APPROVAL: ACTION: A motion was made by Commissioner Taylor to approve the agenda as amended. The motion was seconded by Commissioner Mattix. ROLL CALL VOTE Commissioner Mattix - Yes Commissioner Taylor - Yes Commissioner Hey - Absent ******** APPROVAL OF MINUTES: ACTION: A motion was made by Commissioner Taylor to approve the minutes of December 30, 2002 and January 6, 2003 as presented by the County Clerk. The motion was seconded by Commissioner Mattix. ******** EXECUTIVE SESSION: ACTION: A motion was made by Commissioner Mattix to recess to Executive Session at 9:07 AM to return at 9:13 AM to discuss non-elected personnel with the County Clerk present. Motion was seconded by Commissioner Taylor. ROLL CALL VOTE Commissioner Mattix - Yes Commissioner Taylor - Yes Commissioner Hey - Absent Returned to session at 9:13 AM with no action taken and no decisions made.
******** JUVENILE JUSTICE AUTHORITY FY03 BUDGET REDUCTION TO DISTRICTS: Duane Powell, Director, met with the Board and presented a letter from Albert Murray, Juvenile Justice Authority Commissioner, advising of a 3.9% budget reduction for 2003. Mr. Powell presented the amended budget to the Board. ACTION: A motion was made by Commissioner Taylor to accept and approve the amended 2003 Juvenile Justice Authority Budget as presented by the Director, reflecting the reduction mandated by the State of Kansas, Juvenile Justice Authority. ******** PUBLIC WORKS: Barbara Curtis, Acting Public Works Director, presented the weekly written report. The following items were discussed: Major Bridge Replacement Status (County Bridge No. 22, 107, 614 and 1145); Clerks Plat for Engle Estates Subdivision; Proposed Spears Manufacturing Company Roadway (1225 Road) (Bids were opened 1-7-03 for construction Awarding of bids will be January 27th);Departmental Work Progress Report; and County Auction. It was decided to have a County Auction this year. Gene Tucker will be in charge to set a date and location and report to the Board by January 27th with this information. He will work with Barbara Curtis on listings for items to be sold from departments.
******** REORGANIZATION OF BOARD OF COUNTY COMMISSIONERS: County Commissioner Lee Mattix was sworn into office at 10:00 AM as County Commissioner 1st District by County Clerk Charlotte Scott Schmidt. Commissioner Mattix was presented a gavel with inscription for his year of service as Chairman of the Board of County Commissioners 2002.
******** APPOINTMENTS: CHAIRMAN OF THE BOARD ACTION: A motion was made by Commissioner Mattix to appoint Commissioner Taylor as Chairman of the Board for the year 2003. Motion was seconded by Commissioner Taylor. ROLL CALL VOTE Commissioner Mattix - Yes Commissioner Taylor - Yes Commissioner Hey Absent RES. NO. 03-02 COUNTY NEWSPAPER Action was deferred until the meeting of January 27th, 2003 due to a conflict of interest for Commissioner Taylor. HOLIDAY SCHEDULE ACTION: A motion was made by Commissioner Mattix to adopt the following Holiday Schedule for 2003: Martin Luther King Day Monday January 20, 2003 Presidents Day Monday February 17, 2003 Good Friday Friday April 18, 2003 (Employees wishing to attend services will be excused only for time of the services, but County offices will remain open.) Memorial Day Monday May 26, 2003 Independence Day Friday July 4, 2003 Labor Day Monday September 1, 2003 Veterans Day Tuesday November 11, 2003 Thanksgiving Day Thursday November 27, 2003 Day after Thanksgiving Day Friday November 28, 2003 Christmas Day Thursday December 25, 2003 Day after Christmas Friday December 26, 2003 New Years Day Thursday January 1, 2004 The County offices will close at noon on December 31, 2003 for auditing cash purposes.
